Revision of pension of pre-1996 and pre-2006 pensioners

A doubt has been raised by one of the Zonal Railways as to whether pension/Family pension of pre-2006 retirees, who retired from the pre-revised scale of Rs.6500-10500, will be stepped up w.r.t. Grade Pay of Rs. 4600 in the light of the decision of Department of Expenditure vide their OM. No. 1/1/2008-IC dated 13th November, 2009 w.e.f. 1.1.2006 to grant revised Grade Pay of Rs. 4600 in lieu of Rs. 4200 to those who were in pre-revised pay scale of Rs.6500-10500.

2. This issue has been examined in consultation with Ministry of Finance, Department of Expenditure, and it is clarified that pre-2006 retired employees who were in the pre-revised scale of Rs.6500-10500 are not entitled for stepping up of their pension and family pension with reference to the revised Grade Pay Rs.4600/-.

Scheme on usage of Debit Card of State Bank of India

State Bank of India has started a scheme on usage of Debit Card  of State bank of India named "कार्ड एक खुशिया अनेक " Promotional Offer for Debit Card Usage Over Point of Sale(POS) and e-commerce which has been started w.e.f. 01-10-2011.   Detailed scheme is given as under :-
  • All first purchasers who purchase over POS/online of = or > Rs. 1000/- of inactive/new debit cards would be provided a flat Rs. 25/- cash book and  who made purchases = or > Rs. 2000/- will be provided a flat Rs. 50/- Cash Back.
  • On every day, the top 50 buyers via Point of Sales(POS) through debit card will get Cash Back of Rs. 1500/-.  This scheme will be  called as "Daily Winners (POS)"
  • On every day, the top 50 buyers via e-commerce will get cash back of Rs. 500/-.  This scheme is called as Daily Winners (e-commerce)
  • Every month, only top 5 buyers with minimum 3 transaction get Rs. 10000/- cash back.   This scheme will be called as "Grand Prize Winners"
TERMS & CONDITIONS
1. The State Bank Debit Card Cashback Programme (The Programme) is open  to all State Bank Debit Cardholders starting from October 1, 2011. The  Programme will continue till the end date that will be advised through www.statebankofindia.com.

2. The Programme is open to all the Debit Card holders of State Bank Group (SBG) i.e. State Bank of India, State Bank of Hyderabad, State Bank of Bikaner and Jaipur, State Bank of Mysore, State Bank of Patiala and State Bank of Travancore.

3. The eligibility criteria for the cash back are given below: 
  • Eligibility Criteria 1
         The first Point of Sale (PoS) purchase at any Merchant Establishment or on the Internet by SBG debit cardholders who have never used their card for purchases at PoS or on the Internet will be rewarded as per the criteria given below:
      a) Debit cards used for purchases >=Rs. 1000/- will be given a flat Rs. 25/- cashback
      b) Debit cards used for purchases for >=Rs. 2000/- will be given a flat Rs. 50/- cashback 
  • Eligibility Criteria 2
    All SBG debit cardholders who use their debit card for making a  purchase over POS or  Internet using their SBG debit card will be rewarded if they are found to be eligible under the criteria given below:
    a) Daily winners (POS purchases)  - Every day, the top 25 spenders (based on the total spend by using the SBG debitcard) will get cashback of  Rs. 1500/- each
    b) Daily winners (purchases over the Internet) - Every day, the top 50 spenders will get 
    cashback of Rs. 500/- each
    c) Grand prize winners - Every month, Top 5 spenders with minimum 3 purchases will get Rs 10,000 cashback each

4. ATM or cash withdrawal transactions are not eligible for reward calculation

5. For a transaction done on or through the World Wide Web, it must have been subjected to additional authentication/validation (second factor authentication) based on information not visible on the Card, in accordance with the regulations of the Reserve Bank of India.

6. Both, domestic and international PoS/Online transactions on a debit card will be taken into consideration for selection of cardholders as per the laid down eligibility criteria.

7. Based on the information available  with SBG, SBG will identify SBG Debit cards which meet the eligibility criteria.  20% of the spenders under  3  (a) and  3  (b)  will be  selected from Gold/Platinum Card Debit Cardholders.

8. All selections will be made based on the information available with State Bank Group.

9. The cash back amount will be credited to the eligible cardholder’s primary account to  which the debit card is linked within 10 working days from the eligible transaction date.

10. The  particulars of cardholders eligible for the cash back for a particular day  (T) will be available with the Contact Centre in T+2 (where T is a working day).

11.Under the  Programme, the selected Cardholders will only be entitled to the cash back and will not be entitled to compensation or benefits in any other form.

12.All selections and/or decisions made by State Bank Group in relation to the Programme (including without limitation, the selection of Cards for the cash back) will be final and conclusive. No enquiries or complaints will be accepted or entertained. State Bank Group will not be obliged to publish the details of selected Cards or the selection process. 13. The Programme is purely promotional in nature and  State Bank Group, may, at its sole discretion, discontinue the  Programme at any time, whether prior to or during the Programme Period, without prior notice.

14.State Bank Group reserves the absolute right to, at its sole discretion, amend, vary and/or withdraw any of the terms and conditions of the Promotion without prior notice. 

15.Nothing contained herein will, or will be construed to, constitute a contract under the laws of India (including without limitation, the Indian Contract Act, 1872) between State Bank Group and any Cardholder.

16. The Programme and these terms and conditions will be governed by the laws of India.

       Consequent upon revision of Pay Scales on the basis of decision of the Government on the  of 6th Central Pay Commission, the question of revision of existing entitlement ‘School Pass’, School Card Pass’ and ‘Residential Card Pass' under the Railway Servants (Pass) Rules,1986 (Second Edition, 1993) has been under Consideration of this Ministry.
2.     The matter has been examined and in exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President Is pleased to direct that the pay limits for entitlement to 'School Pass’, ‘School Card Pass’ and ‘Residential Card Pass’ be revised as per Advance Correction Slip No. 69 attached.
2.1     In all other respects, the existing provisions of the Railway Servants (Pass) Rules, 1986 (Second Edition, 1993), as amended from time to time shall continue to apply.
3.      This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Subject: Tax deduction at source on the deposits in banks in the name of the Registrar/ Prothonotary and Senior Master attached to the Supreme Court/ High Court etc during the pendency of litigation of claim/compensation-reg.

     Section 194A of Income Tax Act, 1961 (“the Act”) stipulates deduction of tax at source (TDS)  on interest other than interest on securities if the aggregate of amount of such interest credited or paid to the account of the payee during the financial year exceeds the specified amount.
2. The Board has received references expressing difficulties in implementation of provisions of  Section 194A of the Act in a situation where in the course of the proceedings before Supreme Court/ High Court/ any other court or tribunal (hereinafter “the court”), one or more than one litigant (hereinafter ‘the depositor’) is directed by the court that a specified amount (hereinafter “deposit”) be deposited in the bank either directly or through the court in order to protect the interest of litigants.   Such deposits (usually time deposits) are kept in the bank in the names of Registrar/ Prothonotary and Senior Master or any other name as per the order of the court.  Difficulties are faced in making TDS on the interest periodically accruing on such deposits/ time deposits and about the person(s) as deductee who is entitled to TDS certificate in Form 16A.
3.1 The matter has been examined in the Board and it has been decided that, subject to para 4 below, this circular shall be applicable to cases where one or more than one litigant is directed by the court that a specified amount be deposited in the bank directly or through the court. The bank shall in accordance with the provisions of the Act, deduct tax at source on the interest accruing on the above mentioned deposit(s) as per existing procedure and at the rates in force. The certificate of deduction of  tax shall be issued by the bank in the name of ‘the depositor’.  If more than one person has been directed to deposit any specified amount, the amount of TDS shall be corresponding to each such depositor for the portion of interest accrued in its respective share in the total amount deposited and TDS certificates shall be accordingly issued by the bank.
3.2 At the time of making deposit of the amount ordered by the court, the depositor(s) shall submit a prescribed declaration with the court for record purpose and to facilitate the administration of TDS. The Registrar/ Prothonotary and Senior Master or any person authorized by the court will pass the information furnished therein to the bank concerned for TDS properly in the name of the depositor(s) in accordance with the provisions of the Act.
3.3 Some of the instances covered by this circular are:

  • a. In the course of appellate proceedings, the court directs an insurance company (the depositor) to deposit a part of compensation awarded by Motor Accident Claims Tribunal. This amount is deposited as Time Deposit in a bank in such name as per the directions of the court, the credit of TDS on interest accruing on such deposit will be allowed to the Insurance company which has made the said deposit. P-2 -2- 
  • b. The Court while deciding the cases of land compensation directs the authority concerned (liable for making payment of compensation) to deposit any sum in time deposit in any bank, the TDS on time deposit shall be in the name of the authority making deposit, if such authority is an entity liable for charge to Income Tax on its income. In case the deposit in the bank is by Central or State Government no tax will be deducted. 
  • c. The court adjudicating upon financial dispute during pendency of proceedings direct any party(ies) to deposit any amount as security in time deposit, the TDS on interest accruing on such deposit will be in name of the depositor irrespective of the fact that at the directions of the court such time deposit has been drawn in the name of the officer of the court or joint name or any other name.  
   4. The above procedure shall not apply to:

  • (a) any deposit in the bank held or dealt by the court or any other person appointed by the court in the capacity of being an administrator or receiver or any authority of similar nature; or 
  • (b) any deposit which has not been made by any specific depositor but has arisen due to attachment made by the Court; or  
  • (c) the cases of “representative assessee” within the meaning of section 160 of the Act.

1.1.2011 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.
2.         The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 115%  to 127%  w.e.f. 01.072011. All other conditions as laid down in the O.M.of even number dated 3rd October, 2008 will continue to apply.

The Central Government Employees Welfare Coordination Committee (CGEWCC), Mumbai has sought an enhancement of monitoring limits of heads of department for sanctioning medical bills. It wants the present limits of of Rs. two lakh to be increased to Rs. five lakh.


 The Committee has also sought to provide CGHS facilities in the areas which have 800 or more CGHS beneficiaries in an around Mumbai.

The Indira Gandhi National Old Age Pensions Scheme (IGNOAPS) is one of the components of National Social Assistance Programme (NSAP). Funds for NSAP are released as Additional Central Assistance by the Ministry of Finance to States and by Ministry of Home Affairs to Union Territories is combined manner for all the schemes under NSAP. Hence, no separate releases are made for IGNOAPS. As per Census 2001, female dependent senior citizens (60+) in urban areas constitute 44.8% of the total urban female senior citizens (60+) population whereas male dependent senior citizens (60+) in urban areas constitutes 23.7% of the total urban male senior citizens (60+) population. Expenditure under NSAP and number of beneficiaries reported by the States under IGNOAPS during the last five years are given as under:

Here you can manage Google Cloud Print which will create PDF File without having any other software.  Now Press Control+P at any webpage, the following screen will be appeared, here you can select "Print  to PDF" as shown in below picture :-

Once fix the setting, it can be changed at any time.  I mean to say user can disable "Google Cloud Print"

The following DOPT Circular clarifies that in connection with local body elections, viz., Panchayat/Corporation / Municipality, the Government employees who are bona-fide voters and desire to exercise their franchise should be offered reasonable facility, subject to normal exigencies of services, either by coming late to office or being allowed to leave office early or a short absence on that day.

Sub : Closing of Central Government Offices in connection with elections to Lok Sabha / State Assembly / Panchayat / Municipalities / Corporation or other Local Bodies-regarding
In modification of thse instructions contained in this Department’s OM No.12/4/86-JCA dated 9th March, 1987, the undersigned is directed to say that the following guidelines are prescribed for future for closing of Central Government Offices including industrial establishments in connection with the elections indicated above.
(i) The relevant organizations shall remain closed in the notified areas where general elections to Lok Sabha or State Legislative Assembly are scheduled to be conducted.
(ii) In connection with bye-election to Lok Sabha / State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling Special Casual leave may also be granted to an employee who is ordinarily a resident of a constituency and registered as a voter but employed in any Central Government Organization / Industrial Establishment locate outside the constituency having a general / bye-election.
(iii) In connection with local body elections, viz., Panchayat/Corporation / Municipality, the Government employees who are bona-fide voters and desire to exercise their franchise should be offered reasonable facility, subject to normal exigencies of services, either by coming late to office or being allowed to leave office early or a short absence on that day.
2. The employees detailed on election duty may also be permitted to remain away from their normal duties on polling day (s) as also on the days required for performing journeys which might be undertaken in order to perform such election duty.
The above instructions may be brought to the notice of all concerned.

Various Welfare Schemes undertaken by HRD of CBEC

The Directorate General of Human Resource Development (DGHRD) in Central Board of Excise and Customs (CBEC) was formed in the year 2008. The welfare division of DGHRD takes care of welfare measures for employees working in Central Excise and Customs and Service Tax departments.
As a part of grant of rewards to employees of CBEC, the welfare measures are implemented using a welfare fund and special equipment fund created by the Government out of total amount equal to 10% of the sale proceeds of confiscated goods, credited to the Government and Customs/ Excise Duties, fines, penalties in offence cases realized and sustained in appeal/revision etc.
Presently following welfare schemes are being operated using the said funds.
  • Grant of financial assistance for non-reimbursable expenses under CS (MA)/ CGHS Rules;
  • Grant of ex-gratia financial assistance in cases of death of departmental officials;
  • Advance on medical grounds in exceptional cases in emergencies;
  • Arrangements for medical treatment in hospitals recognized under CS (MA)/ CGHS Rules without payment of any advance deposit by the departmental officials;
  • Grant of cash awards to the children of departmental officials for performance in Board Examinations at the level of 10th and 12th Standard;
  • Grant of scholarships for pursuing specified professional courses at graduate level;
  • Setting up of common facilities, viz. departmental guest hoses, acquiring accommodation in hotels, Canteens, Creches, Gym./ Recreation/ Sports Centers;
  • Grant of financial assistance for the losses suffered due to natural calamities like Tsunami, Earthquakes, Floods etc.;
  • Cash Awards for winning medals in games/events of National/ International importance and financial assistance for meeting expenditure on participation in National/International games/ events, etc.
  • Financial assistance for recreation and other outdoor activities including a sense of adventure.

Sir/Madam,

References were being received from various Regional Offices of Kendriya Vidyalaya Sangathan seeking clarification in implementation of MACPS in the matter of non-teaching employees of KVS. Subsequently a committee was constituted to examine the doubts raised by various Regional Offices. Based on the recommendations of the committee in its meeting held on 21.09.2011, with the approval of the competent authority KVS the necessary clarifications are issued as under for immediate necessary action:

The matter has been clarified vide DOPT OM No.35034/3/2008-Estt (D) dated 9.9.2010, stating that the new MACPS has come into existence w.e.f. 01.09.2008 only. However, the pay structure has been changed w.e.f. 01.01.2006. Therefore, the previous ACPS would be applicable as per the new pay structure adopted w.e.f. 01.0 1.2006. However, the Govt. servant has to give his option under CCS (RP) Rules, 2008 to have his pay fixed in the revised pay structure either (a) w.e.f. 01.01.2006 w.r.t. his pre-revised scale on 01.01.2006; or (b) w.e.f. the date of his financial up gradation under ACP w.r.t. the pre revised scale granted under ACP. In case of option (b), he shall be entitled to draw his arrears of pay only from the date of his option i.e. the date of grant of financial up gradation under ACP.

Whether an individual who has been granted ACP after 1.9.2008 to the date of issue of the letter of MACP i.e.19.05.2009 will be granted of ACP or under MACPS?
The MACPS has come into force w.e.f. 01.09.2008 as such, an individual who has been granted ACP after 1.9.2008 to the date of issue of the letter of MACPS i.e.19.05.2009 will be granted the financial upgradation under MACPS only. The financial upgradation under ACP will be applicable only upto 31.08.2008 and w.e.f. 01.09.2008 financial upgradation will be under MACPS accordingly.

Under the provisions of MACPS the next higher Grade Pay is to be allowed while granting the 1st, 2nd or IIIrd MACPS. What will happen in the matter of grant of financial upgradation under MACPS to the Assistants in KVS?
Such cases need to be regularized under the provisions available under Para no.5 of Annexure-I of DOPT OM No. 35034/3/2008-Estt (D) dated 19.5.2009.

Whether the promotion in the same grade pay will be counted for the purpose of MACPS.

In case, if the promotional post upgraded due to implementation of 6th CPC, then whether the ACP granted to the feeder post for the purpose will be upgraded or not?
In this regard Para no. 6.2 of the annexure-1 of DOPT OM No.35034/3/2008-Estt (D) dated 19.05.2009 may be referred to.

Whether the grade pay of Rs.4600/- can be granted to such UDC who joined KVS on 25.05.1979 and eligible for 2 MACPS on 25.05.2009, as he is drawing grade pay of Rs.4200/- (1st ACP) on the basis of undertaking in terms of KVS (Hqrs.) letter No.F.12-17/99- KVS(Admn-I)(Vol-II dated 03.09.2009.
In this regard KVS circular no.F12-17/99-KVS/(Admn-1) dated 13.06.2011 may be referred to.

Whether grade pay Rs.4600/- can be allowed in respect of Junior Stenos who are eligible for 2nd MACPS as their present grade pay is Rs.4200/- (1st ACP), if yes what will be their grade pay on up gradation of 3rd MACPS.
Yes, and in such cases 3 rd financial up gradation of Rs.4800/- will be granted in terms of Para 2, of Annexure-I to DoPT OM dated 19.05.2009

A stenographer who joined as Sr. Stenographer (Grade-II) on 06.11.1995 and promoted as Steno grade-I on 01.04.2009 (who was granted 1st ACP w.e.f. 6.11.2007 on completion of 12 years of service as Sr. Stenographer in the same grade pay i.e. Rs.4200/-). Whether he is eligible for grade pay of Rs.4600/- w.e.f. 6.11.2007 or from the date of implementation of MACPS i.e. 01.09.2008.
Already clarified under point no.2 above.
10.
A person who joined as UDC on direct recruitment was granted 1st financial upgradation under the old ACP scheme and placed in the scale of Head Clerk. Now this person has completed 10 years drawing the pay of Head Clerk as on 29.11.2010. Is he entitled for 2nd financial upgradation under the new MACPS as the grade pay in this post of Head Clerk has been hiked from Rs.2800/- to Rs.4200/- already.
The individual cases need to be examined on file separately by concerned Estt Section in KVS (Hqrs.).
11.
A person initially joined as Group D staff and subsequently had 2 promotions to the post of LDC and UDC respectively, within a period of residency in the pay of UDC is less than 10 years. Is he entitled for 3 rd financial up gradation, if the normal service is 30 years.
Yes, on completion of regular service from direct entry in service.
12.
If an employee has been appointed as LDC and subsequently offered promotion as UDC and the promotion was refused by the employee, previously ACP was denied. But now the employee has accepted promotion after denied 1st ACP. Now whether the employee can be given 2nd financial upgradation under MACP scheme with adding debarment period.
In this respect Para no 25 of the Annexure I of the Dopt OM dated 19.05.2009 may be referred to.
13.
A person joined as UDC on direct recruitment in 1986. He got 1st promotion as Head Clerk in 1996. He got selected as Assistant clearing limited departmental examination in the year 2000. Whether he is eligible for 2nd gradation in the grade pay of Rs.4600/- counting Head Clerk and Assistant as merged cadre drawing same grade of Rs.4200/- or he should be given 3rd up gradation only after completion of 30 years which happens to be 2016.
Since the employee has already availed two promotions he may be granted 3rd financial up gradation with grade pay of Rs 4600/- in the year 2010.



The cases contrary to the above clarifications may be reviewed within one month from the date of issue of this circular.This may be circulated among all Kendriya Vidyalayas functioning under your Administrative jurisdiction.

Public Holiday in Tamil Nadu for Local body elections

 Government of Tamil Nadu  has declared public holidays on October 17th and 19th October, 2011 being the polling dates for City corporations and other areas respectively.

The Tamil Nadu Local Body Election has been scheduled in two phases. The first phase of the polling areas, which are under the Corporation are is scheduled on 17th October and for the other areas on 19th October, 2011.

Orders are expected from the State Government to be announced on the day of polling as a Public Holiday for Government and Private employees under Negotiable Instruments Act, 1881.

The paid holiday may be declared on the actual date of poll, it will be applicable only in the areas where the election/bye-election is taking place.



In accordance with the instructions of the Election Commission, “commercial and Industrial establishments and shops to which the public holidays under the Negotiable Instruments Act do not apply, it is suggested that the State Government should direct their Labour Commissioners to issue instructions to Commercial and Industrial establishments in the private sector to declare a paid holiday for their workers on the day or days of the poll”.

Improved Pension Grievance Redressal system

The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.

   The Department of Pension & Pensioners’ Welfare with the help of NIC has developed an updated version of CPENGRAMS, which is based on integration of the data base of Centralized Public Grievances Redressal and Monitoring System (CPGRAMS), under the administrative control of Department of AR&PG and the CPENGRAMS, administered by Department of Pension and Pensioners’ Welfare. Under the updated version the pension related grievances will be combined with other grievances and therefore receipt from multiple sources will not be there for the Ministries/Departments. This will also facilitate disposal of grievances for all Ministries/Departments who can now log on to CPGRAMS and look into the pension grievances. Earlier they had to log on to CPENGRAMS & CPGRAMS separately.

  To make all the Departments/Ministries/Orgainisations aware of this updated version, this Department organised a function here today, which was addressed by Shri V. Narayanasamy, Minister of State (PP) for Home Affairs. He stressed the need of sensitizing the officers involved in the process of grievance redressal to avoid any hardship to pensioners. On this occasion NIC also made a presentation of the updated version before the audience. Nodal Officers from approximately 99 Ministries/ Departments/ Organisations attached to the work relating to pensioners’ grievances redressal mechanism attended the ceremony.

Friends,  15th October, 2011 is very much near.   If you have not submitted your Tds/Tcs return for the second quarter till date, submit your return in time and avoid from penalty of Rs. 100/- per day after due date.   NSDL provides free Tds/Tcs Return software.  Latest software for preparation return is available here (click Here).  Some time back there were two utilities for preparing Tds/Tcs Regular or Correction returns, but now a single utility prepare Regular or Correction statement.   Correction return can only be submitted only through consolidated Fvu file.   Consolidated fvu file can be collected after Tan Registration at tin-nsdl.com.    On tin-nsdl.com,  form 16A software is also available which can be downloaded and can be generated form 16A from .txt file.    All etds/tcs process is simple and easy.   I once again request to submit your Tds/Tcs return in time.

Difference in CPT fee between Online and Physical Form

Today, I was surprised to know that there is huge difference between Online Exam Fee and Fee through Physical form.   If a student opt Physcial option, he will have to deposit Rs. 1000/- and if he use Online system, only Rs. 500/- will be deposited as Examination Fee for CPT.   In the last exam this difference was only worth Rs. 100/-.    Picture view is also given for more clarity:-

Dispensing with second stage consultation with the CVC in disciplinary cases

Subject: Dispensing with second stage consultation with the CVC in disciplinary cases.

          The Government had constituted a Group of Ministers (GoM), on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption. One of the terms of reference (ToR) of the GoM was to consider and advise on “Fast tracking of all cases of public servants accused of corruption ‘. The GoM, while considering this (T0R) also considered certain important recommendations of the Hota Committee (Committee of Experts to review the procedure of Disciplinary/Vigilance Inquiries and recommended measures for their expeditious disposal) and decided that second stage consultation with CVC in disciplinary matters may be dispensed with. However, in those cases where consultation with UPSC is not required as per extant rules/instructions, the second stage consultation with CVC should continue.

The above recommendation of the GoM has been accepted by the Government with the approval of the Prime Minister. All Ministries/Departments are, therefore, advised to strictly adhere to the new procedure with immediate effect.

The Central Vigilance Commission has been separately requested to amend its Vigilance Manual and other relevant instructions accordingly.

            The Government had constituted a Group of Ministers (GoM), on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption. One of the terms of reference (ToR) of the GoM was to consider and advise on ‘Fast tracking of all cases of public servants accused of corruption “. The GoM, while considering this (ToR) also considered certain important recommendations of the Hota Committee (Committee of Experts to review the procedure of Disciplinary/Vigilance Inquiries and recommended measures for their expeditious disposal) has made a recommendation that vigilance administration of the Central Ministnes/Departments may be strengthened.

             This recommendation of the GoM has been accepted by the Government. Accordingly, and all Ministries/Departments are advised to strengthen their vigilance administration with requisite manpower with a view to ensuring expeditious disposal of disciplinary cases. The Ministries/Departments may, where appropriate, consider setting up of a monitoring cell to review and monitor the progress of all pending Disciplinary Inquiries on a day-to-day basis, with a view to ensuring their timely conclusion.

Subject: Appointment of Inquiry Officers (IOs) and Presenting Officer (POs) in disciplinary cases.

            The Government had constituted a Group of Ministers (GoM) on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption. One of the terms of reference (ToR) of the GoM was to consider and advise on ‘Fast tracking of all cases of public servants accused of corruption “. The GoM, while considering this ToR also considered certain important recommendations of the Hota Committee (Committee of Experts to review ¡he procedure of Disciplinary/Vigilance Inquiries and recommend measures for their expeditious disposal) and recommended that Departments/Ministries should primarily use serving officers as IOs & POs and that in important cases, they may request CVC to appoint their CDI as IO. The GoM has also recommended that the CVC may also maintain a panel of IOs/POs from amongst retired officers, whose services can also be utilized by various Ministries/Departments.

           The above recommendations of the OM have been accepted by the Government and accordingly all Ministries/Departments are advised to use serving officers as IOs & POs and in important cases, request the CVC to appoint their CDI as IO. They may also, in appropriate cases, utilize the services of IOs/POs who would be available on the panel to be maintained by CVC, in consultation with CVC.

Public Holidays on Election / Polling day

As we noted earlier, predicting the announcement from the State Government as declaration of public holidays on polling days. Now, the Tamil Nadu Government has declared public holidays on October 17th and 19th October, 2011.

The Civic Polls/By-election in Tamil Nadu State :-
The Tamil Nadu Local Body Election has been scheduled in two phases. The first phase of the polling areas, which are under the Corporation are is scheduled on 17th October and for the other areas on 19th October, 2011.

Orders are expected from the State Government to be announced on the day of polling as a Public Holiday for Government and Private employees under Negotiable Instruments Act, 1881.

The paid holiday may be declared on the actual date of poll, it will be applicable only in the areas where the election/bye-election is taking place.

In accordance with the instructions of the Election Commission, “commercial and Industrial establishments and shops to which the public holidays under the Negotiable Instruments Act do not apply, it is suggested that the State Government should direct their Labour Commissioners to issue instructions to Commercial and Industrial establishments in the private sector to declare a paid holiday for their workers on the day or days of the poll”.

Updated Version of Centralized Pension Grievance Redressal and Monitoring System for Better Services to The Pensioners

             The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.

The Department of Pension & Pensioners’ Welfare with the help of NIC has developed an updated version of CPENGRAMS, which is based on integration of the data base of Centralized Public Grievances Redressal and Monitoring System (CPGRAMS), under the administrative control of Department of AR&PG and the CPENGRAMS, administered by Department of Pension and Pensioners’ Welfare. Under the updated version the pension related grievances will be combined with other grievances and therefore receipt from multiple sources will not be there for the Ministries/Departments. This will also facilitate disposal of grievances for all Ministries/Departments who can now log on to CPGRAMS and look into the pension grievances. Earlier they had to log on to CPENGRAMS & CPGRAMS separately.

To make all the Departments/Ministries/Orgainisations aware of this updated version, this Department organised a function here today, which was addressed by Shri V. Narayanasamy, Minister of State (PP) for Home Affairs. He stressed the need of sensitizing the officers involved in the process of grievance redressal to avoid any hardship to pensioners. On this occasion NIC also made a presentation of the updated version before the audience. Nodal Officers from approximately 99 Ministries/ Departments/ Organisations attached to the work relating to pensioners’ grievances redressal mechanism attended the ceremony.
