ACR Dossiers of Pvt Secretaries of CSSS of SL Year 2005

In connection with ad hoc promotion of Pvt. Secretaries of CSSS to the  grade of PPS, the Department of Personnel and training (DOPT) has called for the ACR dossiers (containing APARs upto 2009-2010) of Private Secretaries of reserved category of CSSS for the Select List Year 2005.  The Cadre Units are  directed to submit the completed APARs immediately for further action.

Subject: – ACR dossiers of Private Secretaries of reserved category of CSSS of Select List Year 2005 – reg.
      The undersigned is directed to say that in connection with ad hoc promotion to the grade of PPS, the ACR dossiers (containing APARs upto 2009-2010) of Private Secretaries of reserved category of CSSS for the Select List Year 2005 are required urgently. The cadre units are, therefore, requested to send the complete ACR dossiers of the such PSs, their vigilance clearance and major/minor penalty report for the last 10 years.
2.    The Cadre units are also requested to examine/complete the ACRs of the above-mentioned CSSS officers in terms of the procedure laid down in this Department’s OM No. 21011/1/2010-Estt. (A) dated 13.4.2010 (copy enclosed) with regard to below benchmark ACRs and forward the ACR dossiers after ensuring they are complete in all respect and to send these ACRs only through the dealing hands so that the same can be verified for any inaccuracy.

Tally- Use of Select All button



(Before taking any step in this regard, don't forget to take backup of your complete Tally Data in C.D. or Pen Drive etc. )



Availability of Option
     Select and Select All with other options are available on pressing display > Daybook from Gateway of Tally.

How can  Select All in break Data
     First of all save data in duplicate or in triplicate for safety of data and then open Day Book, Press Alt+F2 and change period for which you want to delete vouchers. Press Select All and in last Press Delete.   All vouchers will be deleted in one go.  There is no need to delete one by one voucher.  For More clarity example is given as under :-
  1. This function is not available in Tally 4.5, 5.4, 6.3 etc. 
  2. Now, You have tally data in Tally.ERP9 for the period 01.04.09 to 31.03.2011 and you want to split data for the period mentioned below:-
             01.04.2009 to 31.03.2010
    and   01.04.2010 to 31.03.2011
  3. First important step is to take backup of your complete tally data in C.D. or another storage drive like Pen Drive etc. 
  4. Now copy of your data folder data\0001 in another folder data\0002.  with same data.
  5. Open your data while using folder 0001 and select day book for the period 01.04.2010 to 31.03.2011 and delete all vouchers as explained above using Select All option.
  6. Now close company of 0001 and open 0002 and select day book for the period 01.04.2009 to 31.03.2010 and click on Select All and press delete. 
  7. In this way two companies will be available in your computer and can be used on yearly basis. 

Mandatory Digital Signature for Firms and Individuals w.e.f. 01.07.2011

Friends, Earlier, digital signature was mandatory for companies only, but now w.e.f. 01.07.2011, digital signature certificate is also mandatory for all Firms and Individuals whose accounts are required to be audited u/s 44AB of the Income Tax Act 1961 vide notification no. S.O. 149(E) dated 1st July, 2011 which can be read as below :-

S.O.1497(E).-   In exercise of the powers conferred by section 295 read with section 139  of the Income-tax Act, 1961 (43 of 1961), the Central  Board of Direct Taxes hereby makes the following rules further to amend  the Income-tax Rules, 1962, namely:- 

1. (1) These rules may be called the Income-tax (Sixth Amendment) Rules, 2011. 
    (2) They shall come into force from the date of its publication in the Official Gazette.  

2. In the Income-tax Rules, 1962, in rule 12, in sub-rule (3), in the proviso, for clauses (a) and (aa) the following clause shall be substituted, namely: –  

     “  (a) a firm required to furnish the return in Form ITR-5 or an individual or Hindu Undivided Family (HUF) required to furnish the return in Form ITR-4 and to whom provisions of Section 44AB are applicable, shall furnish the return for Assessment year 2011-12 and subsequent Assessment Years in the manner specified in clause (ii);”

Reconveyance for House Building Advance

Reconveyance:-

After the advance together with interest thereon is repaid in full , the property mortgaged to
the Govt. will be reconveyed to the official in the prescribed format [Form No.7 - Vide Rule 8 (d)].

The reconveyance deed shall be executed by this Head of department who ge'nerally accepts the mortgage deed on behalf of the President.

Registration of reconveyance deed is compulsory.

The Expenses in connection with the exection and registration of the reconveyance deed shall
be borne by the official concerned.

After the reconveyance deed has been executed and registered, it shall be made over to the concerned along with the mortgage deed, sale deed and other documents deposited by the official.

In case of Govt. servant dies interest and the advcance is recovered from gratuity or otherwise, reconveyance may be made to the heir. If there are more than one legal heir reconveyance can be done in favour of one them, after obtaining no objsction affidavit from others.

             The undersigned is directed lo say that during the training on APAR monitoring of CSS officers organized by this Deptt. on 26th July, 2011, Nodal officers of Ministry’s/Deptts have stated about the problems of capturing the data for different stages/steps involved in completion of APARs in the monitoring software. In this regard attention of all the Ministries/Departments/Cadre Authorities of CSS is invited to this Department’s O.M. of even number dated 3rd February, 2010 inter-alia forwarding there with format of acknowledgement slips that will help in capturing data at various stages of completion of APARS. With reference to the Minutes of the meeting held on 21-22 December 2010, the undersigned is directed to state that the details of the rankers & other documents furnished by Western Railway indicate that the concerned employees have earned more than two promotions before being appointed as Motorman. Western Railway have also mentioned that the post of Motorman is filled by holding selection from the working Loco Pilots (Passenger & Goods) and only the remaining untitled posts of Motorman are filled through RRB. This clearly implies that the basic mode for filling the post of Motorman is through promotion by selection from amongst the eligible departmental candidates. Direct recruitment (through RRB) is only resorted to for filling unfilled vacancies.

Further, as per the extant instructions, an appointment to a post is treated as direct recruitment, only when the Recruitment Rules of that post provide that such posts be filled by direct recruitment only. However, if the Recruitment Rules of a post prescribe a promotion quota to be filled on the basis of LDCE (i.e. selection), such appointments will be treated as promotion for the purpose of ACPS. Therefore, only those railway employees who have been appointed as Motorman as per terms and condition as well as procedure applicable for direct recruitment can be granted the benefit of ACP. It is further submitted that the issue of grant of financial upgradation under ACP Scheme in respect of Motorman belonging to ranker’s stream is pending adjudication before Hon’ble Supreme Court in context of the case of R. M. Deshpande & Ors.

In view of the above, the demand to grant financial upgradation to all rankers (or left over cases) is not tenable as the same is contrary to the policy instructions on the subject.

     Sub: PNM/AIRF Item No. 12/2006- Assured Career Progression (ACP) Scheme for Railway servants - Clarification regarding procedure in respect of selection posts.
     Ref : Minutes of the meeting held with the Board on 21-22 December 2010.

            With reference to the above, the undersigned is directed to state that the matter has already been examined and it was advised earlier vide Board’s letter of even number dated 23-11-2009 that the earlier ACP Scheme (of October 1999) envisaged fulfillment of normal promotion norms such as bench mark, trade test, departmental exam, seniority-cum-fitness, etc., for grant of financial upgradation. However, the Modified ACP Scheme, which has superseded the earlier ACP Scheme and effective from 1.9.2008, prescribes that financial upgradation would be subject to fitness in the hierarchy of the Grade Pay with in the PB-1. Thereafter, the benchmark of ‘Good’ till the Grade Pay of Rs.6600 in PB-3 and the benchmark of ‘Very Good’ to the Grade Pay of Rs.7600 and above would be applicable for financial upgradation. As such, the MACPS criteria for upgradation are different from the ACP Scheme.

Further, vide Boards letter dated 28.12.2010 (RBE 188/2010), it has been clarified that where the financial upgradation under the MACPS also happens to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefits under MACPS, the benchmark for promotion shall apply to MACPS also

Please refer to Main Office Important Circulars cited above under reference wherein all posts of Group ‘D’ and Record Clerks were merged and classified as Group ‘C’ with the grade pay of Rs.1800/- in PB-1. The merged posts have been re-designated as MTS. Accordingly, the charter of duties to be assigned to the MTS has already been circulated vide this office Important Circulars cited above at reference and the same have also been available in the website of PCDA(CC) Lucknow (i.e. www.pcdacc.gov.in).
2. During 39th Main Meeting of III JCM council of the CGDA HQrs.. the point regarding entrusting of duties of Record Clerks was raised by the Staff Associations and it has been desired by the HQrs office that the erstwhile Record Clerks (now MTS) may be assigned duties as were being carried out by them before the circulation of combined charter of duties for MTS.
3. The erstwhile Record Clerks (now MTS) serving in your office may therefore please be assigned the duties accordingly.
4. The contents of this Important Circular may please be got noted by all concerned individuals for awareness of their duties as Record Clerks.

Subject : Re-launch of Special Recruitment Drive for filling up backlog reserved vacancies of the Persons with Disability.

               A Special Recruitment Drive was launched in November 2009 to fill up the backlog reserved vacancies of persons with disabilities as existing on 15-11-2009. While launching the Drive, it was stipulated that all the backlog vacancies will be filled by 15-07-2010. It was, however, noted that progress of the Drive till that date was not satisfactory. Therefore, the period of the Drive was last extended upto 30th June 2011.

2. On expiry of 30th June, 2011, the Minister of State for Personnel, Public Grievances and Pensions reviewed the achievements of the Drive once again and found that a large number of backlog vacancies were still to be filled up. He desired that the Drive should be re-launched to fill up the remaining backlog vacancies by the end of this financial year. It has, therefore, been decided to re-launch the Drive to fill up the backlog reserved vacancies of persons with disability which have not been filled up till now.

3. All the Ministries/Departments are requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of persons with disabilities are filled up by 31st March 2012. Meanwhile progress reopen of the Drive as on 30-6-2011 may be sent to this Department immediately so that the Cabinet may be informed of the present status of achievement of the Drive.

Mamata declares holiday on Rabindranath Tagore's death anniversary
KOLKATA: West Bengal chief minister Mamata Banerjee on Thursday declared Aug 8 a holiday to mark the death anniversary of poet Rabindranath Tagore.
Banerjee also appealed to the central government to declare a national holiday to mark the occasion, and said she would write to Prime Minister Manmohan Singh in this regard.
"We have decided to declare a holiday on this day in all schools, colleges, other educational institutions and offices so that everyone can take part in programmes to mark the occasion. The Kolkata Municipal Corporation will also be a part of the programme," Banerjee said.
With the state government facing an acute financial crisis, all agencies and departments have been asked to pitch in with funds. "The state government will coordinate with the Tagore 150th birthday celebration committee and the KMC in organising the programmes," she said.
"The main cultural programme will be held Aug 8 at Netaji indoor stadium," she said.
Programmes would be held in all schools, colleges, other educational institutions, government offices, state public sector undertakings and city police headquarters Aug 8-10.
"We have also requested the railways to light up its offices in the state as also the important stations," the chief minister said after a high-level meeting.
"Tagore's 150th birth anniversary has not been suitably celebrated so far. So we have decided to hold programmes around his death anniversary," she said.
Four huge and colourful rallies will be brought out from the Jorasanko Thakurbari - the poet's ancestral house where he was born, Park Circus, College Square and Harish Mukherjee Road at 10 a.m. Aug 8.
All four rallies will terminate at Shahid Minar in the heart of the city.
Banerjee would join the rally from Harish Mukherjee road.
Banerjee said the state government was also renovating a house in Mongpu village in Darjeeling district which hosted Tagore on several occasions. "We have plans to set up a Nepali Academy there."
Tagore in 1913 became the first Asian Nobel laureate and the first non-European to win the Nobel Prize for literature.
He also holds the distinction of having authored the national anthems of two sovereign nations - India and Bangladesh, and the bard's rich, diverse and vast literary oeuvre is virtually unmatched in the world. He was also a painter and a composer par excellence.

AICPIN for the month of June 2011

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2011
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2011 increased by 2 points and stood at 189 (one hundred & eighty nine) .
During June, 2011, the index recorded increase of 8 points in Doom Dooma Tinsukia centre, 7 points in Rajkot centre, 5 points each in Puducherry, Varanasi, Guwahati and Chandigarh centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 19 centres and 1 point in 20 centres. The index decreased by 3 points in Ludhiana centre, 2 points in Nasik centre, 1 point in 6 centres, while in the remaining 10 centres the index remained stationary.
The maximum increase of 8 points in Doom Dooma Tinsukia centre is mainly on account of increase in the prices of Rice, Mustard Oil, Pork, Fish Fresh, Country Liquor, Firewood, etc. The increase of 7 points in Rajkot centre is due to increase in the prices of Rice, Groundnut Oil, Pure Ghee, Milk, Pan Finished, Cooking Gas, Petrol, Washing Soap, etc. The increase of 5 points in Puducherry, Varanasi, Guwahati and Chandigarh centres is due to increase in the prices of Rice, Mustard Oil, Fish Fresh, Milk, Pure Ghee, Vegetable & Fruit items, Tea (Readymade), Tailoring Charges, etc. The decrease of 3 points in Ludhiana centre is the outcome of decrease in the prices of Wheat Atta, Vanaspati Ghee, Vegetable & Fruit items, etc. The decrease of 2 points in Nasik centre is due to decrease in the prices of Wheat, Chillies Green, Vegetable and Fruit items, Sugar, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad - 181
2. Bangalore – 192
3. Chennai - 167
4. Delhi - 172
5. Kolkata - 183
6. Mumbai - 189
The All-India (General) point to point rate of inflation for the month of June, 2011 is 8.62% as compared to 8.72% in May, 2011. Inflation based on Food Index is 6.91% in June, 2011 as compared to 7.61% in May, 2011.
The CPI-IW for July, 2011 will be released on the last working day of the next month, i.e. 30th August, 2011
