Charter of demands adopted by the Ministerial Staff Conference held 01.03.2011 at Howrah
AIRF General Secretary Mr.Shiva Gopal Mishra has expressed in the letter to the Secretary of Railway Board that various demands adopted by the Ministerial Staff Conference held 01.03.2011 at Howrah
In the Ministerial Staff Conference, organized by our affiliate – Eastern Railwaymen’s Union on 1st March, 2011 at Howrah, the following demands of the Ministerial Cadre were adopted:-
(1) Fill all the existing vacancies in Ministerial cadre all over the Indian Railways.
(2) Stop treating Ministerial Cadre as a ‘Diminishing’ Cadre.
(3) Stop surrendering of posts arbitrarily.
(4) Withdraw ban on recruitment of Ministerial Cadre.
(5) Fill all the Promotional Quota of Ministerial Cadre.
(6) G.P. Rs. 4800 should be awarded to apex grade Ministerial Cadre at par with Accounts Cadre
(7) Fill all the vacancies of the Office Peons of the administrative offices. 50% of Promotion Quota of Clerical Cadre should be reserved for Office Peons.
(8) Determine ‘yardstick’ of Ministerial Cadre after proper job analysis.
(9) 15% of supervisory posts of Ministerial Cadre should be upgraded to Group ‘B’ posts.
(10) Working atmosphere of the administrative office should be given proper attention. A warm environment gives energy to the workers to do their duties properly.
(11) Arrangements must be made for preservation of old records in a proper manner.
(12) Ample stationeries should be supplied to the offices for smooth running of office work.
(13) Ministerial Staff working at the road side stations should be given proper attention and they should be provided with good working environment, stationery goods and above all manpower transfer policy.
(14) Disparity of grade pay in the case of Stenographers and Typists should be removed immediately.
(15) Grade Pay Rs.2800 of the Rajbhasa Assistant should be enhanced to GP Rs.4200 as in other cadre with like-wise qualification at entry grade.
(16) Administrative high-handedness should be stopped to create congenial working atmosphere.
(17) Extra remuneration should be given to Office Peons for doing duty for extra hours.
(18) A transparent transfer policy for Ministerial Staff of road side stations/depot should be adopted by the administration.
(19) Restructuring of higher grade posts of Ministerial Cadre should be at par with that of Accounts Staff.
(20) Grade Pay of Rajbhasa Assistant in their entry grade should be Rs.2800 instead of GP Rs.2400 since the required qualification is Master Degree.
(21) Higher grade posts of Stenographers should be decentralized so that scope of promotion may be enhanced.
(22) Written examination for Sr. Clerk of Ministerial Cadre should be abolished and promotion may be processed on the basis of C.R.
The Board are requested to consider above-cited demands of the Ministerial Staff sympathetically, so that lakhs of Ministerial Staff working in the Indian Railways, who are the backbone of the Railway administration, can be benefited.
An early action in the matter shall be highly appreciated.
